A Short-term Rating is R&I's opinion on the certainty of the fulfillment of an issuer's short-term financial obligations as promised. A Short-term Rating is assigned to short-term programs such as commercial paper programs, an issuer's ability to repay short-term financial obligations, and individual short-term obligations. Issuers (or supporting institutions) rated Prime-1 have a superior ability to repay short-term debt obligations. P-2 Issuers (or supporting institutions) rated Prime-2 have a strong ability to repay short-term debt obligations.
